| Homeless program given go-ahead
The Community Fairweather Lodge will be located on Grandview Road. A new support program aimed at re-integrating homeless individuals into the community got the go-ahead Wednesday to set up in a residence on Grandview Road. The Community Fairweather Lodge Program, a national organization that has more than 90 lodges, or residential centers, in 16 states, will be located in a house at 817 Grandview Road in front of the Regional Counseling Center. After having been assured by program coordinators, working under a grant from the state and county, that the Fairweather Lodge was not "just a fancy name for a group home," the Oil City Zoning Hearing Board agreed that the operation would meet the zoning definition of "professional services." That would make the facility allowable in an area zoned C-1, or commercial,which applies to the Grandview site.

The family of former U.S. Supreme Court Justice Sandra Day O'Connor cast a rare spotlight on this sensitive situation last week when Scott O'Connor told an Arizona television station that his 77-year-old father, John, who was diagnosed with Alzheimer's 17 years ago, had fallen in love with a female resident of his Phoenix nursing home.
Winehouse was terror in school, says Fletcher
London, Nov 18 (IANS) Troubled British singer Amy Winehouse was supposedly a 'wild terror' in her school days, says her former schoolmate Tom Fletcher. 'McFly' star Fletcher reveals Winehouse was outrageous when she was young and used to hang out with the rebels and troublemakers. She wasn't in many of my classes but she had a reputation of being quite wild. But I knew that she was extremely talented and she had an amazing voice.' Study Finds That Veterans Are a Quarter of the Homeless
WASHINGTON (AP) — Lonnie Bowen Jr. was once a social worker, but for 17 years the Vietnam war veteran has slept on the streets off and on as he's battled substance abuse and mental health problems. "It's been a hard struggle," said Bowen, 62, as he rolled a cigarette outside a homeless processing center in downtown Philadelphia, where he planned to seek help for his drug and alcohol problem, as he has before. Every night, hundreds of thousands of veterans like Bowen are without a home. Veterans make up one in four homeless people in the United States, though they are only 11 percent of the general adult population, according to a report to be released Thursday by the National Alliance to End Homelessness, a public education nonprofit. And homelessness is not just a problem among middle-age and elderly veterans.
Duffy Committed to 'Zero Tolerance'
The “Zero Tolerance" crackdown is costing the city anywhere from $20,000 to $50,000 a day in police overtime. The city will need to come up with more money to pay for the police overtime. Mayor Bob Duffy has already asked the city council for $2.5 million in next year's budget. The council is still considering the funding. Once again, the mayor is reminding tax payers that safe streets may come at the expense of other areas in the budget. "When you say yes to something you have to say no to something else. This budget year will be filled with a number of decisions. There is nothing like a crisis that really can present us with an opportunity for change," Duffy said. Saturday, the mayor met with Governor Eliot Spitzer's budget director at a public forum on the state budget in Rochester.

Soldiers must learn to readapt to their families, jobs and other responsibilities, which can be ever more challenging when they're suffering from mental health illnesses. Heather Morales says when her husband of nine years, Sergeant Cristobal Morales, returned from his brief deployment, his mental scars from Iraq changed their lives forever. He took his own life on October 2nd, leaving three children behind. "He was such a strong person," said Heather Morales. "Never in a million years would I have believed he would have done something like this." Cristobal, or "Cris," Morales was deployed to Iraq in August 2005, shortly after the sudden death of his father. Three and a half months later, he was diagnosed with psychosis in combat and sent home. When he returned, Heather says he was a very disturbed man.
Court officials unveil new drug court plan
OTSEGO COUNTY — The 46th Circuit Trial Court unveiled plans for a drug court to help alleviate overcrowding at the Otsego County Jail and to rehabilitate hard drug users.Chief Judge Patricia Morse and court administrator Rudi Edel, who discussed the plan Tuesday night at the Citizens Jail Committee meeting, indicated the program has a projected starting date of Jan. 2.The drug court will operate as an alternative to jail and will provide offenders an intensive period of support for a period of 18 months, Morse said. The county prosecutor will make all referrals to the program. .
